OASIS+ Small Business IDIQ
OASIS+ is a governmentwide contract program designed to meet government agencies mission needs for a full range of service requirements that integrate multiple service disciplines and ancillary services and products. OASIS+ features include flexible, expandable domain-based structure with fair-opportunity groupings across six contract families; global access to all contract types for commercial and non-commercial services acquisitions, including a hybrid of the two; no contract ceiling or cap on awards; technology-based ordering and market-research tools to support customers with using the contracts; industrial base of highly qualified contractors; and a10-year order period.
ADV is an awardee in the OASIS+ Small Business category in the following domains:
- Management & Advisory domain includes a full range of management and consulting services that can improve a Federal agency’s performance and its endeavors to meet mission goals and provide operating advice and assistance on administrative and management issues.
- Technical & Engineering domain includes requirements to provide specific engineering, geoscience, or other technical professional skills required to handle specific operating conditions and problems for the benefit of the government.
- Intelligence domain focuses on Command, Control, Communications, Intelligence, Surveillance, and Reconnaissance mission requirements. Services may support organizational and technological capabilities that improve situational awareness and enhance command and control strategies within defense and intelligence environments.

GSA Multiple Awards Schedule
The GSA Multiple Award Schedule is a long-term governmentwide, Indefinite Delivery, Indefinite Quantity contract that federal, state, and local governments use to buy services from commercial businesses. ADV’s expert capabilities allow us to deliver professional services in the following GSA categories:

NIH BPSS III IDIQ
The National Institutes of Health Business and Professional Support Services III (NIHBPSS III) Contract is an acquisition vehicle available to all Institutes and Centers (ICs) and offices within the National Institutes of Health (NIH) to purchase business operation and professional support services. ADV’s contract holds a total ceiling value of $49 million.
Support under this contract include business and professional support services in eight task areas:
- Financial Analysis, Business Solutions, and Acquisition Lifecycle Support
- Business Process Improvement and Organizational Assessment
- Communication and Training
- Program Planning and Management Services
- Policy Development, Implementation, and Administration
- System Integration Work – Note: All services in this Task Area are to be used only in direct support of the other Task Areas
- Center of Excellence (CoE) Support
- Human Resources (HR) Solutions

Office of the Deputy Under Secretary of the Air Force, International Affairs BPA
ADV is one of four awardees on this five-year Blanket Purchase Agreement with a $33 million ceiling. The scope of work includes providing advisory and assistance support to regional and country directors with specific expertise in managing the complexities of the Foreign Military Sales process. The contract covers U.S. and ally security cooperation initiatives CONUS and OCONUS. Under the agreement, ADV analyzes the lifecycle of existing U.S. military and regional defense capability requirements; identifies/assesses alternative sustainment and enhancement strategies; provides recommendations and assists in defining requirements for future programs.
